The compliance reality

Access to China is a document, not a handshake.

Malaysia is the world's second-largest durian exporter, but the fresh-fruit corridor to China runs on evidence. The protocol requires that every consignment trace back to a registered, jointly-approved orchard and packing house — with pest surveillance, grading, phytosanitary certification and container integrity all on the record.

Registered & jointly approved

Orchards and packing houses must be recorded by MAFS and approved by both MAFS and China's GACC. Their name · address · code travels with every export lot.

Pest surveillance every 15 days

An IPM programme monitors scale insects from flowering to harvest, with light & pheromone trapping for Mudaria luteileprosa and fruit cutting to confirm freedom from wormholes.

Phytosanitary certificate + declaration

Issued under ISPM 12 with an added declaration of protocol compliance and quarantine-pest freedom. Boxes must be marked "Exported to the People's Republic of China."

Sealed, source-labelled boxes

Packing boxes carry the orchard and packing-facility code, variety, country and production place. Containers are checked, sealed, and the seal stays intact to the Chinese port of entry.

Malaysia already holds China market access for fresh jackfruit. The same traceability spine can run upstream — following selected jackfruit planting material from certified source through import clearance, farmer allocation, planting and survival, to a future harvest that is traceable from its first day.

What this demonstration does — and doesn't — claim.

The QR is a retrieval key, not the proof itself. A tag can be moved; authenticity comes from the whole bundle of records behind it, anchored for integrity.

The platform supports inspection — it does not replace it. DOA, MAQIS and GACC verification and physical examination remain the authority. Trace organises the evidence they rely on.

Government integrations depend on access. Live links to myGAP, e-Phyto, GACC lists and Customs are subject to technical access and permissions, confirmed during implementation.

Blockchain is used selectively. Only critical provenance, certificate and custody records are anchored — for tamper-evidence, not as a database for everything.
